Malacañang and AFP psywar, preparing for a possible declaration of a state of emergency

The Communist Party of the Philippines today said that Malacanang and the AFP are carrying out a “psywar campaign” in preparation for a declaration of state of emergency.

In a statement, CPP spokesperson Gregorio “Ka Roger” Rosal said that “this psywar campaign is being orchestrated by Defense Secretary Angelo Reyes and his band of militarists within the Macapagal-Arroyo regime.”

He said that the psywar campaign was aimed at terrorizing the people, portraying the NPA as “terrorist” and “crminal,” justifying the all-out war against the revolutionary movement and the enforcement of stricter measures like the proposed Anti-Terrorism Law to control the people’s activities. He also raised that Malacanang is preparing for a possible declaration of a “state of emergency”, which may lead to the suspension of the writ of habeas corpus and the imposition of martial law.

Rosal did not discount the possibility that the military’s “dirty tricks department” would actually conduct bombings and blame them on the NPA.

He denied that the NPA was planning to conduct hold-ups, kidnap-for-ransom and bombings of transport stations, shopping malls and other public places in Metro Manila, saying this was “pure hogwash.”

He said that the CPP strictly forbids the NPA from engaging in criminal activities and waging military actions against innocent civilians. As can be gleaned from past events, said Rosal, the NPA’s tactical offensives are directed only at active elements of the AFP, PNP, CAFGU and other armed groups under the AFP’s command.

He warned the AFP and PNP to desist from concocting “intelligence reports.” He challenged them to publicize these “reports,” saying that he was confident they would fail the test of evidence and credibility because they were sheer figments of the AFP and PNP’s imagination.
