CPP rejects new amnesty offer

The Communist Party of the Philippines today scoffed at a new amnesty offer from the Macapagal-Arroyo government, calling it "an old and worn-out method" of deceiving the revolutionary forces.

In a statement, CPP spokesperson Gregorio "Ka Roger" Rosal said the offer of amnesty has been a standard psywar method resorted to by the government aside from its main tactic of using military force to crush the armed revolution.

Rosal said, however, that the new amnesty scheme would not have any significant effect on the resolve of revolutionaries to fight the government. Rosal lambasted Defense Secretary Angelo Reyes and National Security Adviser Roilo Golez, saying that their contempt for the determination of the CPP-NPA to advance the revolution was due to their "small militarist minds."

Rosal belied their claims that the majority of CPP and NPA members do not understand what they are fighting for. "Party members, NPA Red fighters and activists are very much aware of the real state of the nation, the roots of our current problems and the decadence of the ruling system," said Rosal. Most of all, he added, they know that the only solution to such rottenness is armed struggle.

Rosal explained that this was the reason for the failure of past governments to defeat the revolutionary movement and why current military and psywar campaigns would likewise fail. He said that the revolutionaries would view the new amnesty offer as an attempt by the Macapagal-Arroyo government to use it as a substitute to the genuine resolution of the country's basic problems.

Rosal predicted that the amnesty offer would be ignored and overshadowed by the people's resistance movement and the NPA's offensives. ###
