Non-NATO ally designation of Arroyo govt has minimal effect on the civil war--CPP

The Communist Party of the Philippines (CPP) today said that the US' designation of the Philippine government as a major non-NATO ally is nothing much more than a master's flattery to a fawning underling.

Gregorio "Ka Roger" Rosal, spokesman of the CPP, said that as far as the reactionary regime's effectivity against the revolutionary movement is concerned, this designation will have "minimal impact."

"Since the start, the progress of the civil war in the Philippines has been determined not by the strength in men and arms of the reactionary puppet army but on the other hand principally by the will, correct ideological and political line and strategy of the revolutionary forces and the consequent active participation and massive support of a people so impoverished, oppressed and fed up with the reactionary government and system," Rosal explained.

"Such a designation recalls the political and military support of the US to the declaration of martial law in 1972 and the elder Bush's direct endorsement of Marcos in publicly telling him that "We love your adherence to democracy," Rosal said.

"But even the massive flow of military support to Marcos' martial law did not stop the growth of the people's armed revolutionary struggle."

"If anything, the expected inflow of hand-me-down US war materiel in support of its newest major non-NATO ally's all-out terrorist war, will only further the already intense militarization and suffering in the countryside," Rosal added.

He also said, however, that most of these weapons, "are lemons or actually even flying coffins. About half of those lemons are junks which need to be overhauled and only spare parts can be salvaged from the other half."

Rosal nevertheless expressed concern that "Even with what they can use from such defective weapons, the AFP will still continue to kill and destroy the communities, farms and properties of peasants and workers who are protesting their extremely oppressed and exploited, or are even just suspected of supporting the revolutionary movement."

"But, eventually, many of the useful ones will also end up in the hands of the revolutionary forces as the NPA continues to win tactical battles against the reactionary puppet army," Rosal said.#
