People of Samar and Leyte want Gen. Palparan out of Eastern Visayas
May 4, 2005

The Communist Party of the Philippines (CPP) today said that there is a strong clamor from the people of Samar and Leyte demanding the immediate removal of Gen. Jovito Palparan as head of the Philippine Army's 8th ID.

CPP spokesman Gregorio "Ka Roger" Rosal said the clamor to kick out Gen. Palparan from Eastern Visayas came amidst the intensified military operations that have primarily targeted and victimized civilians and unarmed activists.

"The dirty methods adopted by Gen. Palparan, endorsed by Malacanang and the AFP leadership, are in direct violation of provisions of international rules of war. Following Gen. Palparan's orders, AFP troops are carrying out aerial bombings, zoning operations, summary executions of peasant activists and other fascist attacks," Rosal said.

Rosal cited reports that aerial bombings conducted by the Philippine Air Force on April 16, 19 and 20 in the outskirts of Calbayog City and Pambujan town in Northern Samar have forced several families to evacuate to safer areas.

He said Philippine Army troops are also responsible for the murder of human rights lawyer Felidito Dacut on March 14 and peasant organizer Marvin Montabo on March 30.

"Gen. Palparan is completely delusional in thinking that he can put a stop to people's struggles in Eastern Visayas through his dirty war," Rosal said. "The demand for land reform and thoroughgoing social revolution can never be drowned even by the din of fascist gunfire and bombs."

Rosal urged the people of Eastern Visayas to stand up militantly against Gen. Palparan and his "fascist 8th ID dogs of war ". He called on journalists, church workers, students, lawyers and other concerned people to help the people of Samar and Leyte expose and fight Gen. Palparan's "dirty war."
