The NPA�s ceasefire declaration is effective from December 15 to January 6

With the Macapagal-Arroyo regime�s ceasefire declaration effective only up to January 6, the prior ceasefire declaration by the Communist Party and the NDFP is now effective from midnight of December 15 to midnight of January 6 only. The New People�s Army�s implementation of a ceasefire this Christmas season is conditioned on a simultaneous declaration by the government�s armed forces. In the face of the continued heavy concentration of AFP, PNP, CAFGU and other government armed forces in the NPA�s revolutionary bases, the NPA could not implement a ceasefire without a similar and simultaneous declaration by the government�s forces. The best situation would be for the government to withdraw its heavily concentrated troops aside from declaring a ceasefire.

We also call on the Macapagal-Arroyo regime to undertake the necessary measures to realize the long-delayed formation of the Joint Monitoring Committee for the implementation of the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). The Party, NFP and NPA have long been prepared and complied with the requisites on its part; all that is left is for the government to do its part. There is a big need for the joint committee�s establishment, especially since in the regime�s first year in power, violations of human rights at the hands of the government�s armed forces have intensified and become more rampant.###
