Peace talks to collapse completely if GRP continues to abandon past agreements and reject formal negotiations
April 26, 2002

The Macapagal-Arroyo regimes insistence to abandon past agreements and end formal panel-to-panel talks will eventually lead to the complete collapse of the peace negotiations between the NFDP and GRP.

The matter of continuing peace negotiations is now being considered by the NDF National Council. If Macapagal-Arroyo will not come to her senses, respect the established framework of the talks and honor the agreements forged during the past 10 years, it is highly probable that there will be a complete break in peace negotiations, said Gregorio Ka Roger Rosal, national spokesperson of the Communist Party of the Philippines.

According to Rosal, the NDF National Council is now considering the April 12 decision of the NDF National Executive Committee rejecting Macapagal-Arroyos proposal to abandon the long-standing framework of the talks and end the formal GRP-NDF negotiations by panels. The NDF National Council is the highest decision making body of the NDF when its National Congress is not in session.

It is entirely the responsibility of GRP President Macapagal-Arroyo that the peace negotiations have been recessed and then suspended indefinitely by the GRP. It is likewise her full responsibility should the peace negotiations come to a complete end, said Mariano Orosa, Chairman of the NDFP National Council, in a recent statement.

Macapagal-Arroyos proposal exhibits complete disinterest in addressing the roots of the current armed conflict and total commitment to the militarist line of compelling the surrender of the revolutionary forces, said Rosal.

She has become more adamant in pursuing the military solution since the US promised greater military assistance late last year and deployed thousands of troops in Mindanao and Luzon. Macapagal-Arroyo is inviting the collapse of her own regime when it threatens to allow a full-scale US war of aggression against the revolutionary forces and people, Rosal added.
