Immediately withdraw AFP terror forces in Mindoro and elsewhere --Ka Roger
December 16, 2002

The Communist Party of the Philippines today rejected the AFP's dare for the CPP/NPA to declare a ceasefire and countered instead with a demand for the Macapagal-Arroyo government to immediately withdraw its terrorist AFP forces in Mindoro and other parts of the country.

CPP Spokesperson Gregorio "Ka Roger" Rosal said today that "Malacañang pretends that it is mulling a ceasefire, after its all-out war of terror and refusal to declare a Christmas holiday ceasefire have been widely rebuked and censured by the people and numerous personalities and organizations."

"However, what the people really need is more than just a ceasefire this Christmas. The people of Mindoro, especially, deserve a reprieve from Arroyo's all-out war of terror," Rosal said.

"Mrs. Arroyo and the AFP should order the immediate withdrawal of its terrorist troops in Mindoro. She can start by relieving Gen. Jovito Palparan -- the Butcher of Mindoro -- who is personally involved in the atrocities carried out by his notorious 204th Brigade," Rosal added.

Rosal also called for the withdrawal of other "most notorious violators of human rights among the units of the AFP".

Rosal named the Task Force Banahaw and its various units, Task Force Seagull and the 2nd ID in Southern Tagalog; the 5th ID in Northern Luzon; the 4th ID in northeastern Mindanao; 6th ID in southern and far south Mindanao, the 702nd Brigade in Nueva Ecija; the 202nd Brigade in Rizal; the 203rd Brigade and the 1st and 4th Marine Brigades in the Camarines provinces; the 302nd Brigade in Bohol; the 303rd Brigade in Negros; Task Force Panay and the 12th IB in Panay; and the various units of Southcom in Basilan, Jolo, Zamboanga, Maguindanao, Lanao and other Moro areas.

The CPP spokesperson also urged human rights and church organizations as well as civil society groups to carry out an impartial investigation into the rampant atrocities being carried out by the AFP.

"The CPP/NPA's non-declaration of a ceasefire this Christmas is a defensive policy in the face of Arroyo and her AFPs unrelenting all-out war of terror in the countryside and gives highest consideration to the promotion and defense of the interests of the masses who are being cruelly victimized by this war of terror", Rosal declared.###
