Statement by CPP spokesman Gregorio "Ka Roger" Rosal on the promotion of Col. Jovito Palparan

The Communist Party of the Philippines (CPP) condemns the promotion of notorious human rights violator and "butcher of Mindoro" Col. Jovito Palparan to two-star general of the Armed Forces of the Philippines.

Palparan's promotion typifies the Arroyo regime's terrorist war: it victimizes the people and rewards its fascist dogs.

Palparan is being rewarded for his ruthlessness in conducting the US-Arroyo regime's counterrevolutionary "war of terror" in Mindoro. Palparan had also earlier earned notoriety for summary killings and other human rights violations in his previous assignment in the Cordillera.

Despite failing to have his previous promotion confirmed, Mrs. Arroyo has again promoted Palparan, in her hardheaded insistence on rewarding and saluting Palparan's fascist record. By promoting Palparan, Mrs. Arroyo's hands are stained with the blood of all of his victims.

The revolutionary movement will make sure that the thousands of victims of Palparan's ruthlessness will achieve their long-standing aspiration for justice.
