Police, 67th IB scored for terrorizing Baganga

The Antonio Nerio Antao Command-New People's Army slammed the provincial police and the 67th Infantry Battallion for their naked reign of terror in Baganga town, Davao Oriental. Civilians bear the brunt of their atrocious acts of murder, physical assault, and witchhunting.

Police agents are behind the three shooting incidents and series of vigilante-style motorycle pursuits in Baganga. One civilian died in one of these incidents. Four civilians, two of them drivers, were hurt in brazen broad daylight attacks perpetrated by armed men identified as police assets and police agents. As a result, at least six drivers have stopped plying their routes out of grave fear.

Massive and forced Cafgu recruitment have also been conducted in farflung barangays in Baganga. The military have coerced barangay captains to meet a quota of 10 recruits each. Able men in the area have been rounded up and measured up to meet this edict.

The police have established a de facto curfew against civilians. By 8 pm evening, residents and traders in Poblacion Baganga already close shop and turn off lights out of fear.

The military and the police are number one violators of the Comprehensive Agreement on Respect for Human Rights and the International Humanitarian Law, a pact signed by the Estrada government in 1998 and the National Democratic Front. Their vicious acts aim in cultivating fear, passivity and

curtailment of mobility and movement of civilians. Their yardstick of success are body bags -- not of their combatant enemies -- but the unarmed populace.

The police and the military try and dream in vain to emasculate support and fervor for the revolution and for the New People's Army. The revolutionary forces have only turned to their organized ranks to combat these brazen acts.*
