3 troopers killed, 1 wounded in NPA offensive in Tineg, Abra; Agustin Begnalen Command vows to frustrate Arroyo's all-out war

Three soldiers were killed and another was wounded when an NPA squad of the Agustin Begnalen Command swooped down and fired on an encampment of the 41st IB and the Engineering and Construction Battalion (ECB), in Caganayan, Tineg, Abra at 4 a.m. on June 28, 2006. The NPA squad retreated safely after the punitive action. The 41st IB and ECB troopers were conducting civil-military operations in the area as part of the Arroyo regime's ambitious total war against the revolutionary movement. The 41st IB, the ECB, and the Arroyo regime's main agenda in Tineg is counter-revolution and plunder of the area's rich gold, hydroelectric power, and timber resources. In the guise of road construction and poverty-alleviation, the fascist Arroyo regime and the AFP, in cahoots with some LGU officials squabbling over Tineg's P34 million IRA, are bent on robbing the Tineg people's ancestral land and natural resources.

The Tineg people forged a peace covenant in 2004 against graft and corruption, against being used by warlords in their bloody wars, and against human rights violations by the AFP, especially by elements of the 41st IB and CAFGU. The covenant also called on the municipal and provincial government officials to implement long-overdue socio-economic projects, in partnership with the people of Tineg, and not in partnership with any other entity particularly with the AFP. Because of this peace covenant, there was a relative lull in warlordism-related violence in the municipality, AFP-CAA detachments were dismantled, CAFGU elements resigned, and social-services were promised to be delivered.

The AFP's persistent efforts to sabotage the peace covenant and to implement its counter-revolutionary program, along with some corrupt LGU officials, has derailed the full realization of the Tineg people's simple aspirations for peace and development. The NPA is duty-bound to punish the 41st IB/ECB and uphold the people's interests. The revolutionary movement calls on the Tineg people to continue fighting for their aspirations, and also calls on LGU officials to desist from engaging in graft and corruption and collaborating with the AFP.

To bolster the ambitious, absurd and terrorist program of the Arroyo Regime "to defeat the CPP-NPA-NDF by the end of 1997", the 41st IB has been hiding its defeats in the battlefield, resorting to lies and smear propaganda against the NPA by claiming that the revolutionary movement in the province is losing the people's support. On the contrary, it is the Arroyo regime along with the AFP and PNP that has long ago lost the people's support.

A billion pesos will not and can never quash a legitimate revolutionary struggle, deeply-rooted in the masses, and widely supported by the Filipino people. As in the case of previous fascist presidents, Gloria Macapagal-Arroyo will end up in shame, to be judged by history as the most shameless, illegitimate, and fascist of all the puppet regimes. #
