Macapagal Arroyo Is Engaged In Counterrevolutionary Dual Tactics Against The Filipino People And Revolutionary Forces

I hold Gloria Macapagal Arroyo responsible for engaging in counterrevolutionary dual tactics of violence and deception against the Filipino people, the revolutionary forces and the legal democratic forces.

On the one hand, she now pretends to be interested in peace negotiations with the National Democratic Front of the Philippines (NDFP) after her indefinite suspension of formal talks from 2001 to 2003. On the other hand, she simultaneously unleashes against the people, the revolutionary forces and the legal democratic forces the most vicious military and psywar attacks.

The killing rampage being done by the military and police favorites of the Macapagal-Arroyo regime is terrible enough. But the mad dog rantings and barefaced lies of national security adviser Norberto Gonzales indicate that worse things are still to come from the regime to afflict the people and all other organized forces considered by it as its enemy.

The regime is obviously hell-bent on using its political power, particularly the coercive apparatuses and financial resources of the state, to rig the May elections. Thus, Gonzales goes to every length to spread lies in attacking me and to Redbait, slander and discredit the progressive parties in the party list. The regime is paving the way for massive cheating against these parties and mainly against the presidential rivals of Macapagal-Arroyo.

The six progressive electoral parties maligned by Gonzales are expected to garner 16 to 18 per cent of the vote. They are feared as a formidable swing force in the elections. And they stand in the way of the Macapagal-Arroyo scheme of massive cheating mainly against the major opposition parties.

Gonzales is a malicious muckraker. He would have quickly presented to the public anything that would allow him to misrepresent me as having connected the revolutionary underground with any progressive electoral party. He merely engages in unsupported claims and puerile intrigues. He does so in three recent press releases which apparently carry the approval of Macapagal-Arroyo.

Many people are wondering why Norberto Gonzales has become the national security adviser despite his obvious lack of national security credentials and his long pretense at being a civil advocate of phoney social democracy. Now, the cat is out of the bag. He is well recommended to the job not only by Jesuit provincial Fr. Intengan but by no less than the CIA, which has long employed him as an intelligence asset and penetrator in the Moro National Liberation Front, especially during the time of Nur Misuari as chairman.

Gonzales� behavior is a good indicator of the true intentions of US imperialism and the Macapagal-Arroyo puppet regime. He is not merely a spy of the puppet regime but that of the sole superpower. He was in the coterie of puppet officials that proposed to the US government the �terrorist� listing of the CPP, NPA and the NDFP chief political consultant in violation of The Hague Joint Declaration and other agreements in the GRP-NDFP peace negotiations.

I refer to the principle of national sovereignty in The Hague Joint Declaration, the guarantees in the Joint Agreement on Safety and Immunity Guarantees, the rights affirmed in the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law and the Hernandez political offense doctrine.

As secretary for special operations, Gonzales played a key role in paralyzing the GRP-NDFP peace negotiations from 2001 to 2003. By unleashing him against the revolutionary forces represented by the NDFP, is Macapagal Arroyo backing out once more from the peace negotiations, particularly from the slated third round of formal talks on 26 to 29 April 2004? Gonzales is definitely putting at risk the continuity of peace negotiations and is running counter to the successful first and second formal talks in Oslo. ###
