Article XI. Amendments and Extraordinary Circumstances

Section 1. This Constitution shall be amended by a simple majority of the National Congress.

Section 2. If the Party or any Party organization cannot function in full accordance with this Constitution because of extraordinary circumstances, the forms of organization and meth ods of work shall be determined by the Central Committee of the Political Bureau.
