CPP denounces Palparan appointment to Eastern Visayas
February 8, 2005
The Communist Party of the Philippines (CPP) today denounced the appointment of Gen. Jovito Palparan as chief of the Philippine Army's 8th Infantry Division which operates in the Samar and Leyte provinces.
"The Philippine Army's promotion of Gen. Palparan as commander of the 8th ID shows the callousness of the Armed Forces of the Philippines with regard to the victims of Palparan's wave of terror in his areas of assignment," CPP spokesman Gregorio "Ka Roger" Rosal said.
Palparan is widely held responsible for numerous cases of summary executions especially in Mindoro where he was chief of the Philippine Army's 204th Brigade from 2002 to 2004. He has had a steady and upward career path in the military despite several cases filed against him for gross human rights violations.
"The Arroyo regime has once again rewarded one of its most vicious fascist commanders with a promotion," he said.
Rosal said the people of Samar and Leyte oppose Palparan's appointment and foresee an escalation of militarization and massive human rights violations in Eastern Visayas.
