The increasing number of applications received by the Marcos regime for “amnesty” of current and former members of the New People’s Army (NPA), the Communist Party of the Philippines, and other armed groups in the country is a big joke, the National Democratic Front (NDF)-Negros Island said. The report of the National Amnesty Commission (NAC) said the largest “application” came from the Negros island.

As of the last NAC data on July 12, it has received 578 applications for amnesty. Marcos’ adviser on peace talks Gen. Carlito Galvez Jr. said nearly 300 of them are from the island of Negros.

Ka Bayani Obrero, NDF-Negros spokesperson, called the amnesty application a fraud. “[The US-Marcos regime] wants to show that it wants peace by granting amnesty,” Ka Bayani added.

As in previous regimes, the regime will only use the amnesty program as a milking cow. He further emphasized that this is a desperate move by Marcos to make it appear that he is achieving the target deadline of completely ending the Party and the people’s army.

NAC said 497 of those who submitted applications are members or linked to the CPP, NPA and NDFP, while 33 are from the Moro Islamic Liberation Front, 46 from the Moro National Liberation Front and two from the “Revolutionary Partidong Manggagawa ng Pilipinas/Revolutionary Proletarian Army/Alex Boncayao Brigade”.

“It is a lie and absurd to include RPA-ABB, MILF and MNLF [among those who will get amnesty] because they have long been integrated into the reactionary government and have already been given and spent for a lot of funds in their respective agreements with the reactionary government,” Ka Bayani said.

The regime has set until March 4, 2026 to apply for amnesty. The program took effect after Marcos Jr. issued Proclamation No. 403, 404, 405 and 406 in November 2023.

Amid all this, Ka Bayani called on the Negrosanons and all democratic forces in the country to unmask and expose the Marcos regime’s fraudulent amnesty program. “Let us not be deceived and enticed by cash and empty promises of the AFP and the National Task Force-Elcac,” the spokesperson said.

He said as long as a semi-colonial and semi-feudal system exists in the country, the armed struggle for the freedom of the entire people will continue.
