NPA sanctions RPA element involved in abuses against farmers
The New People’s Army (NPA)-Northern Negros (Roselyn Jean Pelle Command) imposed the death penalty on bandit Revolutionary Proletarian Army (RPA) element Junsly Vallente. The NPA conducted the operation on July 11 in Sitio Harvey, Barangay Minapasok, Calatrava, Negros Occidental.
Vallente was found carrying a .45 pistol, five magazines, and ammunition. The people’s army carried out the punishment for his involvement in various crimes against the peasant masses and for serving as a 79th IB intelligence agent.
NPA-Northern Negros spokesperson Ka Cecil Estrella said Vallente’s notable crimes include shooting at the farmers’ camp in 2012 in Sitio Minauyahan, Barangay Minautok in Calatrava, which injured many farmers and killed seven carabaos.
Vallente was also involved in a case of killing a resident of Cadiz City. Over several years, Vallente killed up to 18 carabaos, which devastated the farmers’ livelihoods.
In addition, he served as an armed aide to the warlord Baby Lumayno, who grabbed land from farmers.
The RPA, which included Vallente, is an armed group founded by Arturo Tabara and Nilo de la Cruz from members of the NPA, mainly on Negros Island. The bandit group was established in 1996 as the armed wing of the splintered Revolutionary Workers’ Party of the Philippines that rejected the decision of the 10th Plenum of the Central Committee of the Party and the Second Great Rectification Movement.
The merged RPA and Alex Buncayao Brigade, a fake Metro Manila partisan group, formally signed an agreement in 2000 with the reactionary government of Estrada and since then have become active Armed Forces of the Philippines partners against the revolutionary movement and the Filipino people. Many of them have become Civilian Armed Forces Geographical Unit members and served as AFP agents.
Under the Marcos regime, the RPA-ABB was among those offered amnesty under Proclamation 403, which took effect on March 4, 2024. The amnesty absolved the RPA-ABB of their crimes against the Filipino people.
