The New People’s Army (NPA)-Western Samar (Arnulfo Ortiz Command) carried out harassment operations against the fascist soldiers of the 87th IB in Barangay Nagbac, Jiabong, Samar on June 23. Sgt. Leo D. Jabinar was killed in the attack.

The said unit of the 87th IB has been sowing fear and terror in the community under the guise of the Retooled Community Support Program (RCSP). They have been camping beside houses since January this year for the staging of “social services.”

The RCSP is a cover for the military’s combat operations, forced surrender campaign and oppression. It brings about blatant human rights violations. It is part of the entire counterinsurgency campaign of the Marcos regime that puts civilians as the main targets.
