On this day, December 26, 2021, we give the highest honor and salute to the revolutionary forces of the political party of the proletariat, the Communist Party of the Philippines in the 53rd year of its reestablishment on December 26, 1968.

We give the utmost honor due to the tirelessness in spite of sacrifices, and also our tightly rooted unity with the masses which paved way to comprehensive victories ideologically, politically, and organizationally against the fascist, inutile, and tyrannical US-Duterte regime along with its brutal and desperate Armed Forces of the Philippines and Philippine National Police.

We also give the foremost honor to all the martyrs and heroes of the revolution who shared their wisdom and sacrificed their lives to raise the level of the armed revolution through the absolute leadership of the Communist Party of the Philippines. We also salute the cadres and members of our Party & the dauntless red fighters and commanders of the New People’s Army in fighting and overwhelming the odds against state fascism and brutality.

Most of all, we honor all the revolutionary masses and the entire ranks of the working class led by the workers and the peasants, along with the petibourgeoisie, national bourgeoisie and other oppressed sectors of society. Without the heartfelt support of the widespread masses, the revolution has nothing. The masses are the makers of history and only the masses can make significant victories that can transform the pillars of the oppressive ruling class represented by the ailing Rodrigo Roa Duterte.

Through the masses, we steadfastly gained more comprehensive victories that shook the fascist and tyrannical Duterte regime despite its relentless attacks and military operations in the guerrilla front, both in the cities and the countryside.

Ideologically, we victoriously commenced studies on Party Courses. The Basic Party Course was studied in several batches where almost 100 individuals freshly graduated. Before this, we also launched an instructor’s training of the BPC, garnerning almost 50 new potential instructors in the NPA and the locality. We also constantly studied “Ang Bayan”, the Party’s official publication that serves as guide for daily revolutionary activities including mass work, to militantly face the slander, lies, and ferocity of the fascist regime.

We launched social investigation and the collective analysis of the concrete situation of the people’s war in the guerilla front that became the basis for the arousing, organizing, and mobilizing of the masses in waging movements and struggles to push forth their democratic rights and interests, including the demand of raising of wages and benefits, more beneficial divisions of farm products and attaining social services from the reactionary government.

We summarized the revolutionary experiences of members and cadres of the Party in the New People’s Army & Branch and Section committees of the Party. Through this, Party cadres and members learn from lessons in their comprehensive leadership of the revolution especially in facing the intense military attacks against the entirety of the revolutionary movement.
Politically, despite the widespread arrests, murder, red-tagging, and attempts of such of the regime against activists and revolutionary forces, red fighters along with members of mass organizations adjusted quickly in performing tasks and deepening and widening the mass base. The nearly 10 municipalities and cities is still virtually maintained and extended to 5 more for our area. We also maintained the number of mass organizations and developed more sectoral organizations (including PKM, MKBK and KM) in the recovery and expansion areas. Through the unity of the NPA and the mass leaders with the leadership of the CPP, there is an increase of 7-10% of the entire number of mass organizations that reached over 150,000 that will surely increase through the years. The mass base of the front was also retained, through the daily study of PADEPA courses and instructors’ training that are waged alongside the tight leadership of the Party of the masses in the locality. Tit-for-tat and propaganda work against the AFP/PNP and the Duterte regime was also carried on, exposing their lies, slander, and misdirection of the masses along with their E-CLIP,enforced surrenders, and black propaganda against the CPP-NPA-NDF and the entire revolutionary movement.

We victoriously waged anti-feudal mass actions that have benefited 138 families’ salary increase in sugar cane haciendas from P100.00 to P150.00, and P150.00 to P200.00. Reduction of the division of farm products was also included, favoring the peasants, from 1/3 to 1/4 until they no longer gave to their landlords with the help of the People’s Army. Over 200 individuals in 24 households benefited from this.

Before the devastation wrought by supertyphoon Odette on December 17, 2021 that caused severe damages to the homes and agricultural livelihood of the masses, we waged a campaign for preparation of the upcoming calamity. After the typhoon, Red fighters immediately launched rehabilitation campaigns along with Party committees in the locality through the “dagyaw-alayon” and the “bayanihan” system that resulted to a productive and collective effort and unity despite the disaster.

In the field of armed struggle, the number of red fighters increased. The new recruits of the NPA reached 1 platoon. They are mostly from the voluntary youth who are recommended by their parents to serve the people and the revolution full-time. The battalion-strong unit militia and other guerrilla units in the front as reserve forces for the armed strength of the New People’s Army was also maintained.

In a span of 1 year (December 2020 – December 2021), the Leonardo Panaligan Command – New People’s Army victoriously launched 28 annihilative and attritive operations against the fascist troops of the 62nd IB, 94th IB, 79th IB and other counterrevolutionary criminals and unwanted elements. Military troops incurred 53 casualties, 4 CAFGUs, 5 military informants and other anti-social and criminal elements. Through these, we gained arms for a squad of new recruits of the NPA. The front also faced 2 defensive actions that resulted to 10 martyred red fighters.

Organizationally, over 300 individuals in the front swore as candidate members of the Party. A part of this eventually swore as full members of the Party. We also nurtured and developed potential Party cadres that can comprehensively lead the development and advance of the people’s war.

Overall, this shows the failure of the US-Duterte regime’s Oplan Kapanatagan and counterinsurgency campaign in defeating the CPP-NPA and the whole revolutionary movement, despite the conceited and corrupt NTF-ELCAC amid the COVID-19 pandemic and natural disasters.
