The people of Apayao are determined to resist the construction of the series of dams that directly threatens their ancestral lands. On the other hand, Pan Pacific Energy Corporation, the owner of the Gened Dams project, is in cahoots with the tyrant governor. This is the hidden motive behind his Executive Order.

The following are a few examples that reveal the governor’s evil schemes:

• Bulut, in connivance with the NCIP and Pan Pacific Energy Corporation, has railroaded the granting of Free, Prior Informed Consent (FPIC) for the construction of the said dams.

• Bulut refuses to release funds for the projects of municipalities and barangays who are opposed to the Gened Dams.

• Elias Bulut Jr. is suspected to be behind the assassination of Atty. Victor Begtang who was planning to run against him as governor in the May 2022 elections.

Even with Executive Order 022 in place, the Apayao people’s resistance against the destruction of their ancestral lands grows even stronger. Bulut can only expect that the people have no other recourse but to take up arms. The NPA and the democratic classes stand with the people of Apayao in this struggle. The NPA welcomes all the Isnags and other peoples of Apayao who choose to take up arms to defend their ancestral lands and carry forward the national democratic revolution.
