15th IB summarily executes captured NPA red fighter in Sipalay City

The 15th IB soldiers summarily executed Rodbey Lumanog (Ka Wanny), a New People’s Army (NPA)-Southwest Negros (Armando Sumayang Jr Command) Red fighter, who they arrested on January 10 in Sitio Cambogui-ot, Barangay Camindangan, Sipalay City, Negros Occidental. According to the NPA unit, Ka Wanny was captured alive following an armed clash in the area.

Spokesperson Ka Andrea Guerrero condemned the killing of Ka Wanny, who was arrested and then ruthlessly executed. She stated that Ka Wanny was tortured before being killed. She said that Ka Wanny had a disability in his leg due to a surgery back in the 1990s and had a stainless implant.

The 15th IB shamelessly boasted “swift and decisive action” in killing the red fighter despite violating international humanitarian law, rules of war, and agreements signed by the Government of the Philippines with the National Democratic Front of the Philippines (NDFP), such as the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

Ka Andrea said state forces’ targetting and threats against his life pushed Ka Wanny to return to the people’s army despite his disability. Ka Wanny was born into a peasant family on November 20, 1970, in Barangay Menchaca, Calatrava. He became a member of Kabataang Makabayan and later became a fighter of the NPA.

He was honored by fellow red fighters of NPA-Southwest Negros. “For his long service to the masses and the revolutionary movement, his commitment should serve as an inspiration,” Ka Andrea said.
