Progressive groups file impeachment complaint against Marcos

Progressive groups and sectoral organizations filed an impeachment complaint against Pres. Ferdinand Marcos Jr on January 22. This is the second impeachment complaint against Marcos submitted to the Office of the Secretary General (OSG) at the House of Representatives.

Bagong Alyansang Makabayan (Bayan) led the 36 mass leaders’ filing of the complaint against Marcos Jr. Among them are youth leaders who became strong voices of the anti-corruption movement since September 2025. The complaint was endorsed by three Makabayan Bloc representatives—ACT Teachers Rep. Antonio Tinio, Gabriela Rep. Sarah Elago, and Kabataan Rep. Renee Co.

The complaint is grounded on betrayal of public trust based three reasons: 1) masterminding systematic corruption within government through the so-called “allocables” or Baselined-Balanced-Managed (BBM) Parametric Formula; 2) abuse of unprogrammed funds; and 3) direct involvement in widespread insertions and kickback schemes.

The complainants’ camp were disappointed when the OSG refused to officially receive the document, claiming House Secretary General Cheloy Garafil was not in the office. Bayan Muna Rep. Atty. Neri Colmenares, who is also among the complainants, said Garafil’s presence was not required since the House rules only state that the complaint must be filed at the OSG.

He said their camp had followed the rules, and it was the OSG that violated them by refusing receipt. They left a copy of the complaint at the office asserting that it was already “submitted.”

The groups insist that the House of Representatives should recognize their filing, since a prior impeachment complaint against Marcos Jr has been submitted on January 19. That complaint was filed by lawyer Atty. Andre de Jesus and endorsed by Pusong Pinoy Party-list Rep. Jett Nisay, also on the grounds of betrayal of public trust.

According to Bayan, they fear their strong complaint might not be included in House Speaker Faustino Dy III’s “order of business” on Monday, January 26. The OSG already transmitted the first complaint to the Speaker’s office, and he may refer it to the House Committee on Justice for deliberation. If that happens, the one-year ban on filing another impeachment complaint against Marcos Jr would immediately begin.

To ensure inclusion of their complaint, the groups and Makabayan Bloc representatives will meet with Speaker Dy to demand his commitment on the matter. They warned that if their complaint is deliberately blocked, it would mirror the maneuver during Gloria Macapagal-Arroyo’s term when “weak” impeachment complaints were filed just to trigger the one-year prohibition.

Alongside the filing, progressive organizations launched a protest outside the House of Representatives. “Some officials, lawmakers, and contractors involved in corruption were charged—but no one can steal billions of pesos without the president’s knowledge,” Bayan secretary general Raymond Palatino said.

He added that Marcos himself signed and implemented the budget and served as the chief architect of the plunder. “We hold Sara Duterte accountable for the ₱125 million anomalous use of confidential funds; we cannot let Marcos off for his multi-billion peso theft,” Palatino said.

The groups at the protest declared: “Marcos, Duterte, both corrupt, must be impeached!”
