,

Typhoon Opong’s strong rains and winds directly struck 20 towns in Masbate province on September 26. The typhoon made landfall twice in the province that day, first in the town of Palanas, then in Milagros.

The typhoon severely damaged the livelihood, crops, and homes of thousands of families. State records estimate the province’s damaged infrastructure and houses at ₱4.7 billion. A total of 87,499 individuals or 24,579 families were affected. In Mobo town, 98% of its 50,000 residents lost their homes and are strugglinng as they lack materials to rebuild.

Currently, around 76,000 residents dependent on public services remain without electricity. Power was restored to only 24 out of 328 barangays, or 7.32% as of October 6.

Flooding destroyed rice, corn, and vegetable farms, and strong winds felled many coconut trees. Numerous boats and fishing equipment were also damaged.

Kilusang Magbubukid ng Pilipinas (KMP) peasant leader Ronnie Manalo said, thousands of farmers and fisherfolk lost their livelihood, harvest, and income this year. Worse, they remain in debt.

KMP regional chapter Kilusang Magbubukid ng Bicol (KMB) stated that the most urgent needs of Masbate residents include food and water, basic medicine, essential supplies for children and the elderly, and home rebuilding materials.

In addition to addressing the people’s immediate needs, the state must also attend to the long-term rehabilitation of irrigation systems, roads, and agricultural facilities.

“Our call is for them to receive immediate assistance so they can recover. Not loans, but aid and compensation,” Manalo said. According to the KMP, farmers and fisherfolk are the backbone of the local economy of Masbate and must be given immediate attention and support.
