The Roselyn Jean Pelle Command New People’s Army (RJPC-NPA) and the broad masses of the people in Northern Negros are one with the revolutionary movement and people in the whole country in celebrating the 51st anniversary of the Communist Party of the Philippines today, December 26, 2019.

The Red commanders, fighters and revolutionary forces of the RJPC-NPA offer the highest salute to all revolutionary martyrs who offered their lives in the service of the masses! Particularly in Northern Negros, the RJPC-NPA salutes the great sacrifice of Red fighters Ka Julie and Ka Zero, along with peasant youth Sulpicio Hernan Jr who were martyred during the encounter in
Marcelo, Calatrava last April.

Negrosanons are also in great mourning over the passing of activists and civilians who fell victim to the bloody counter-revolutionary war waged by the US-Duterte regime against the people. Like the peasants massacred in Sagay in 2018, Felipe Dacal-dacal, Bernardino “Toto” Patigas and other victims of state terrorism in Negros Island are now considered heroes of the people and the struggle for justice.

The revolutionary movement shall not rest until justice is served to all victims of state fascism.

During the past year, the armed revolutionary movement has gained strength through active and determined engagement with the challenges posed by de facto Martial Law in Negros. In 2019, the fascist enemies incurred at least 50 casualties in offensive, defensive and punitive actions of the RJPC-NPA against the 79th IB and other paramilitary elements in Northern Negros alone.
The 79th IB was heavily hit when the RJPC-NPA ambushed the fascists conducting military operations in Paitan, Escalante last August, after more than a year of maintaining their abusive
“Peace and Development Team” or PDT in the said area. The offensives, punitive actions and active defense operations of the NPA against the fascist enemy respond to the people’s wishes to grant justice to victims of massacres, killings, torture, arbitrary arrests and detention of innocent civilians.

The Party is precise in its call to vigorously advance the armed struggle, agrarian revolution and the establishment of people’s political power to counter the violent attacks of the criminal and
mercenary Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) here in Negros. Fascist repression has resulted in too many violations of people’s rights in the name of
Duterte’s Memorandum Order 32 and the NTF-ELCAC or National Task Force to End Local Communist Armed Conflict of Executive Order 70.

The people are only right to assert their rights amid the tyrannical rule of this mad dog regime. Duterte’s MO 32 and EO 70 will surely fail due to its unjust and anti-people programs. These do not
solve the fundamental problems of the people related to genuine land reform, national industrialization and development. The Party is right to call for people’s war as response to Martial Law!

people’s revolution!
