The Moro Islamic Liberation Front (MILF) ordered all Bangsamoro Islamic Armed Force fighters and other agencies to strictly comply with the MILF Central Committee resolution that suspended the implementation of the BIAF decommissioning process. It issued a new memorandum on August 16, directing all field commanders and deputy commanders, heads of other agencies, and their representatives not to take part in any activity for decommissioning or normalization unilaterally organized by the Government of the Republic of the Philippines (GRP) without prior written consent or authorization from the MILF chairperson.

The order warned that non-compliance will be regarded as a “serious breach of command discipline” and that disobedience may entail administrative and disciplinary action. The MILF suspended the decommissioning process because the GRP failed to fulfill many accompanying provisions.
