Farmers and fisherfolk in Central Visayas face state harassment
Karapatan-Central Visayas condemned state forces for the series of harassments against fishing communities and peasant leaders in Cebu and Bohol. The group stated that these incidents clearly comprise a disturbing pattern of militarization in communities imposed by the Marcos regime in the region.
In Cebu, seven members of the Philippine Navy entered a fishing community in Minglanilla town on June 16 to forcibly gather and intimidate residents. They threatened the fisherfolk against participating in the Panaghugpong sa mga Gagmayng Mananagat sa Sugbo (Pamana-Sugbo), which they are linking to the armed revolutionary movement.
Moreover, soldiers pressured members of the mass organization to sign a document condemning the CPP-NPA-NDFP. The soldiers offered livelihood assistance and fishing equipment in exchange of their signatures.
The community became a target of intimidation because its members resisted eviction and demolition for the planned 100-hectare reclamation project. According to Pamana-Sugbo, the Cebu local government allocated ₱20 billion for the project and awarded the contract to the Ming-Mori company.
In Bohol, state forces arrested Hugpong sa mga Mag-uumang Bol-anon (HUMABOL)-Kilusang Magbubukid ng Pilipinas (KMP) secretary general Joemar Pogio on June 8 in the town of San Miguel. Authorities took him to the San Miguel police station and detained him on unclear criminal charges.
Karapatan-Central Visayas expressed deep concern for his safety and well-being and demanded his immediate release.
