Groups form anti-corruption alliances in Cebu and Negros Island

Various democratic forces and sectors in Cebu and Negros Island continue their efforts to unite the people against the massive corruption of the Marcos regime. Sectors and forces separately formed alliances in Cebu and Negros Island that will lead the campaign and actions against corruption.

In Cebu, groups launched the Kalihukang Sugboanon Kontra Korapsyon (Kasukko or Cebuano Movement Against Corruption) on November 18 during a gathering at the Archdiocesan Shrine and Parish of Our Lady of Guadalupe de Cebu in Barangay Guadalupe, Cebu City. The newly formed alliance includes the Bagong Alyansang Makabayan (Bayan)-Central Visayas, which discussed the political situation of the country.

According to the participating groups, launching the alliance is timely since Cebu had just been battered by successive typhoons. Cebu groups earlier declared that the series of disasters resulted not only from climate change but also from environmental and public funds plunder by the ruling classes.

Defective flood control projects in the lowland areas worsened the flooding and landslides from Cebu highlands. State data show that Cebu had 343 flood control projects from 2016 to 2022, and 168 projects from 2023 to 2025. The province allocated ₱26.7 billion for 414 flood control projects from 2022 to 2025. The local government admitted that all flood control projects built since 2019 are defective or substandard.

“As a collective, we believe that confronting corruption requires broad unity, active civic participation, and the shared determination of all sectors working together for transparency, good governance, and social justice,” Kasukko stated.

In Negros Island, various groups formally launched the Taumbayan Ayaw sa Magnanakaw at Abusado Network Alliance (TAMA NA, or People Opposed to Thieves and Abusers Network Alliance)-Negros on November 14 during a gathering in Bacolod City. TAMA NA Negros participants include One Negros Ecumenical Council (ONE-C), Bayan-Negros and its affiliated organizations, Kabataan Partylist-Negros, PAGHIMUD-OS-Negros, Metro-Bacolod Chamber of Commerce and Industry (MBCCI), Kilusang Mayo Uno-Negros, Concerned Citizens Against Corruption (CCC), Bukluran ng Manggagawang Pilipino/Sanlakas-Negros, CURE Union, Partido Manggagawa-Negros, Bantay Tubig-Bacolod, National Union of Journalists in the Philippines-Negros, BACOD MANIBELA Transport Groups, and Christian Advocates for Justice and Development in Negros.

On November 17, youth and student groups in Negros Island established the Katipunan ng Kabataan Laban sa Korapsyon (KKK, or Youth League Against Corruption). Mass organizations and campus publications attended the assembly held at St. Joseph Parish of Iglesia Filipina Independiente in Bacolod City.

“The Negros youth are greatly angered by the systemic and bureaucratic corruption happening in our system of governance,” KKK member Florence Guzon said. She added that on November 30 they are ready to embody the militant spirit of Gat Andres Bonifacio to end bureaucratic corruption in government.

The alliances will participate in the upcoming nationwide anti-corruption protest against the Marcos regime on November 30. The broad alliance Kilusang Bayan Kontra Kurakot (KBKK, or People’s Movement Against Corruption) will lead the major mass action of the Filipino people on that day. KBKK’s protest “Flood in Luneta 2.0” will call for accountability of all those involved in corruption.
