Bahaghari and Rainbow Rights launched the unified and comprehensive 7-point LGBTQ agenda for the 2025 elections and beyond at a press conferenc on April 28 .

In addition to Bahaghari and Rainbow Rights, the LGBTQ+ Agenda was enriched by community organizations such as PUP Kasarinlan, LGBTQ+ workers’ groups like BE GLAD, and religious organization Open Table MCC. The agenda was formed based on the current situation of LGBTQ+ communities in various fields.

Bahaghari head Reyna Valmores Salinas said “for the first time in Philippine history, Filipino LGBTQ+ people in the country and abroad have formed a unified LGBTQ+ agenda, a comprehensive list of the policy demands of Filipino LGBTQ+ people in the fields of civil and democratic rights, economy, education, health, politics, and identity.

She said, “this serves as the demand of the communities before, during, and even after the 2025 elections.”

The seven points of the 2025 LGBTQ+ agenda include: 1) comprehensive and inclusive legal protection and recognition; 2) recognition of SOGIESC in education and prevention of oppressive policies in schools; 3) comprehensive and free health services; 4) wage increases for all, including the establishment of a national minimum wage anchored on the family living wage of ₱1,200; 5) job creation and social protection, including the elimination of contractualization, and the promotion and protection of the right to form unions; 6) genuine land reform and national industrialization; and 7) implementation of an independent foreign policy.

“The 7-point agenda is not only for LGBTQ+ communities but for all Filipinos,” Rainbow Rights Philippines’ Pura Luka Vega said. She said, “queer people are part of and covered by the United Nations International Convention on Human Rights. Our rights are the same as yours, we pay taxes, and we are an important part of society.”

Bahaghari PUP chairperson Yell Teresa said “we want safe spaces in universities that are free from militarization and where students have the right to be free from discrimination.” Teresa emphasized that many laws such as the “Anti-Bullying Act” exist but bullying persists because it is not fully implemented.

“The ₱1,200 minimum wage will address the basic needs of the LGBTQ+ community, as well as national industrialization which will address job security,” Nohmsater Diego of Kilusan ng Manggagawang Kababaihan added.

Gabriela Women’s Party first nominee Sarah Elago also expressed support for the advancement of the LGBTQ+ agenda. She said the SOGIE Equality Bill needs to be enacted into law. “The agenda of the LGBTQ+ community is not separate from the overall struggle of the people against any form of abuse, discrimination, and exploitation.”
