On the night of November 14, the New People’s Army (NPA) conducted an operation in Himamaylan City, Negros Occidental, seizing four short firearms and a laptop from an Armed Forces of the Philippines (AFP) agent. The NPA-South Central Negros (Romeo Nanta Command) meted the death penalty on Armie Tuparan, an active intelligence asset of the AFP, in Sitio Taytay 2, Barangay Carabalan, in line with the people’s court’s judgment.

The unit’s spokesperson Ka Dionesio Magbuelas said Tuparan was directly involved in the foiled combat operation that attempted to raid the NPA unit in Sitio Palosais, Barangay Mahalang in 2023. She was also active in endangering civilians, labeling them as “surrenderees.”

Ka Dionesio explained that Tuparan amassed earnings from the corrupt Enhanced Comprehensive Local Integration Program (E-CLIP) and the National Task Force-Elcac. She forcibly “surrendered” at least 40 residents from the sites in Barangay Carabalan, even being civilians.

“She subjected those she arbitrarily suspected of being linked to the revolutionary movement to threats, red-tagging and military arrest to earn surrenderee bounty,” Ka Dionesio stated. Tuparan used her position as a “bantay lasang” (forest guard) in her operations.

She was also involved in cases of confiscating civilian’s products, prohibiting them from harvesting timber, extorting from trucks passing by her house, and other similar activities. She also faced a landgrabbing complaint from a poor peasant.

“This action is based on the people’s demand for justice for the victims [of human rights violations],” Ka Dionesio said. The spokesperson added that it also serves as a warning to other traitors and those who endanger the people and their revolutionary movement.

Meanwhile, the NPA-South Central Negros issued a warning to Arnel Recaido from Sitio Bulod in the same barangay for his involvement in the AFP’s military operations, threats, and red-tagging of residents. The people’s army confiscated a short firearm from Recaido during the said operation.
