Survivors of Typhoon Tino’s devastation in Cebu City lit candles and let the church bells ring on November 14. Led by Bagong Alyansang Makabayan (Bayan)-Central Visayas, they demanded justice for the victims of the disaster, corruption, and environmental destruction.

The latest National Disaster Risk Reduction and Management Council (NDRRMC) data reported that at least 232 people died and 112 went missing from Typhoon Tino’s flooding and destruction of communities. In Cebu alone, more than 150 people died while 57 went missing.

According to Bayan-Central Visayas, the flooding extensively damaged the province because of anomalous and failed flood control projects. It said the disaster exposed the inefficient and failed design and implementation of these projects.

From 2022 to 2025, the government allocated a total of ₱26.61 billion for 414 Cebu flood control projects. “Where did the flood control project budgets go, and how much of it was lost to corruption?” Bayan-Central Visayas chairperson Jaime Paglinawan said.

Paglinawan said Cebuanos must demand accountability for these man-made disasters that killed and disappeared many, and destroyed livelihoods.

Bayan-Central Visayas also condemned the Department of Environment and Natural Resources (DENR) for failing to protect the environment, worsening the effects of rainfall. The group said that severe quarrying, land-use conversion, and infrastructure and subdivision projects destroyed the natural waterways, mountains, and rivers.

“When will the people receive justice? When will those responsible for these man-made disasters be brought to justice?” Paglinawan asked.

Bayan-Central Visayas’ activity was part of the Black Friday Protest, held weekly by groups under the Kilusang Bayan Kontra Kurakot (KBKK, or People’s Movement Against Corruption). On November 30, KBKK will lead the people’s protest “Baha sa Luneta 2.0” at Luneta Park in Manila. The group will also hold protests in other parts of the country. Its main call will be: “Hold all those involved accountable!”
