Gross human rights violations in South Central Negros bring forth thousands of Red fighters across the island

Despite the persistent and institutionally orchestrated denials of the US-Marcos Jr regime, the evidence of rampant gross human rights violations in the country remain incontestable, particularly within the marginalized sectors of the country. In light of this, on the 77th International Human Rights Day, the Romeo Nanta Command-NPA fuels its resolve to fight alongside the masses in defending human rights in the midst of growing militarization in the countryside.

Contrary to the reactionary government’s narrative of peace and security, the record on human rights violations across Kabankalan City, Himamaylan City, and Binalbagan continues to rise at the onset of the National Action Plan for Unity, Peace, and Development (NAP-UPD). Under such program, human rights defenders, activists, grassroot organizers, and critics who challenge the status quo as well as the toiling and tilling masses who advocate for land rights and labor justice are subjected to a ruthless spectrum of state-sponsored attacks. They face intimidation, harassment, and public vilification as “communists.” Red-tagging has long been understood as a de facto hit list designation that, in practice, is used to justify surveillance, arrest, torture, and even extrajudicial killings, by the reactionary government.

A stark example of this is the killing of Crispin Tingal Jr., a farmer who was reported by the 94th IB, under then Lt. Col. Van Donald Almonte, as an armed combatant supposedly killed in an encounter. Two years later, Lt. Col. Ziegfred Tayaban admitted that Tingal was a civilian who was deliberately killed by the military just for the sake of promotion. Within the last quarter of 2025, the RNC-NPA recorded 11 cases of HRV committed by the 94th IB along with the “surrenderees” who actively guide the military troops during their operation.

These acts of terror are not random—they are premeditated and calculated. The reactionary government, in its eagerness to protect the interests of the landlords and bureaucrat capitalist, unleashes its violence, through the AFP and PNP, against the very people they are mandated to serve. Several organizations have been formed to suppress dissent such as the NTF-ELCAC which has done nothing but harm to the people.

Thus, along with the revolutionary forces of South Central Negros, RNC-NPA call on all peace loving citizens to demand justice and genuine accountability for all victims of state-sponsored violence. The Negrosanon people must actively safeguard their rights and expose the AFP, PNP, NTF-ELCAC for the criminals they are. Unwittingly, the gross human rights violations in South Central Negros bring forth thousands of red fighters across the island. Numerous Roben “Ka Marcos” Tingal will bravely take up arms for social justice, democracy, and genuine change.

Moreover, the RNC-NPA will not rest until every perpetrator, from the grunt to the highest commander, is tried and convicted under the people’s court.
