Opposition to mining in Nueva Vizcaya broadens
After the PNP’s violent dispersal of the barricade set up by Dupax del Norte residents on October 17, public unity and opposition to the mining operations of Woggle Corporation in Nueva Vizcaya grew and strengthened. The province’s local governments successively issued resolutions opposing mining. However, residents remain vigilant against the foreign company’s possible countermeasures.
On October 20, the local government of Bayombong issued a resolution strongly rejecting mineral exploration and all forms of mining within its territory, in defense of the environment, public health, and sustainable local development. The following day, on October 21, the local government of Aritao reaffirmed its “zero-mining zone” policy in accordance with Executive Order No. 57 and Municipal Resolution No. 2025-247.
On October 22, Barangay Munguia issued a resolution declaring Woggle Corporation agents, employees, and officials persona non grata. They condemned the company for cutting trees in the barangay without a DENR permit and its insistence on pursuing exploration and other related activities. The resolution stated that the company’s actions constitute “an affront to official authority and to residents’ requests.” The council called on residents, institutions, and organizations to withhold support for Woggle Corporation’s operations. Munguia is one of five barangays covered by the company’s proposed exploration area.
Earlier, the League of Municipalities of the Philippines (LMP)–Nueva Vizcaya Chapter issued Resolution No. 2025-16 on October 8, expressing strong opposition to all pending and future applications for exploration and any kind of mining in the province. However, environmental groups say that the resolution only applies to companies that have not yet applied and excludes those already plundering the province’s resources and environment, such as Oceanagold Philippines Inc. and FCF Minerals Corp.
Oceanagold Philippines Inc. is 80% owned by Canada-based OceanaGold Corporation. FCF Minerals Corp. and Woggle Corporation are owned by Metals Exploration plc, a company based in London, United Kingdom.
