Women denounce PNP’s “rape avoidance tips”

Gabriela denounced the Indang Municipal Police Station in Cavite for its “Rape Prevention Tips” social media campaign. According to the group, the “tips” circulated by the Philippine National Police (PNP) only place the blame on rape victims instead of holding perpetrators accountable.

In its post, PNP Indang advised women to avoid dark places, strangers, and people on social media.

“Instead of pursuing rapists, the PNP spreads backward and dangerous thinking that tells women they should limit their own freedom and movement,” Gabriela secretary general Clarice Palce said.

“With this logic, women are blamed for being raped because of their choice of path, company, or clothing, rather than the perpetrator’s decision to commit rape. This is a grave insult to all survivors and a blatant neglect of the police’s duty.”

The group said the PNP’s advice contradicts data and reality, showing that most rape cases are committed by people known to the victims and often inside their own homes. It is even more alarming that this advice comes from an institution riddled with cases of its own personnel committing sexual abuse and violence against women, such as the recent rape case involving policemen from Manila.

“The Marcos Jr regime and the PNP should first study the roots of violence against women. They should focus on cleaning up their own ranks of rapists and abusers instead of telling women how to live in fear. That way, this rotten mindset that breeds rapist cops will no longer spread,” Palce added.

The group explained that violence against women stems from the feudal-patriarchal system and culture of impunity, which are further intensified within institutions like the police and military. Campaigns for women’s safety should focus on condemning the actions of perpetrators, advancing consent, and ensuring victims’ immediate access to justice—not on controlling women’s lives and bodies.

“We call on the PNP to immediately withdraw these dangerous and irresponsible advisories. Hold your personnel accountable! Stop blaming women and start arresting rapists—including those within your own institution,” Palce emphasized.
