79th IB’s Withholding of Names Can Perpetrate More HRVs in North Negros

The people of Northern Negros and the whole revolutionary movement congratulate the Roselyn Jean Pelle Command – Northern Negros Guerilla Front of the New People’s Army (RJPC-NPA) for swiftly implementing the standing orders in Calatrava last August issued by the revolutionary people’s court and the people’s government giving justice to the criminals and counter-revolutionaries’ victims.

The masses in the countryside eagerly welcome NPAs in their homes for they see their people’s army willing to listen to their situation and aspirations and to act on their problems. They forward their grievances to the Red fighters, especially reactionary government services, including the justice system, centered only in the poblacion; once the masses are brave enough to forward their reports, it has but fallen on deaf ears.

On the process of revolutionary justice, the NPA or Party unit nearby investigates the case before presenting it in front of juries in a revolutionary people’s court. The trial can decide further investigation should data presented cannot suffice suspect’s guilt beyond reasonable doubt and can decide directly on the verdict.

At the forefront of implementing the revolutionary justice system of the people’s government in Northern Negros, RJPC-NPA strictly adheres to due process of revolutionary justice. Furthermore, the implementing operatives of RJPC-NPA is acquainted with the cases before enforcing the punishment.

Revolutionary justice cannot be reduced as mere juvenile revenge – it is a just undertaking of the oppressed against their age-old oppressors.

More and more cases are heard before the revolutionary people’s court as masses see the reactionary court system to be costly, delayed and dominated by the bourgeois comprador – landlords who employs the defense of reactionary institutions, such as the AFP.

AFP’s 79th IB Commanding Officer, Lt. Col. J-jay Javinez, recently showed his desperation to act immediately on NPA’s recent police actions, which pushed him to employ the whole-of-nation approach and direct the people’s war towards legal warfare.

The act of withholding names can be used by the AFP in perpetrating human rights violations (HRVs) to silence dissent of the masses or pressure former NPA members to cooperate and become tools of AFP mercenaries to worsen the already grave human rights situation in Northern Negros.

Javinez is desperate enough that he himself roams around Calatrava conducting pulong-pulong disreputably showing supposed NPA cadres and promoting bounty hunting. This is on top of AFP’s claim that the Northern Negros Guerilla Front is long dismantled.

The AFP top officials is surely pressuring Javinez that contrary to the ‘dismantled’ claims, the NPA successfully implemented the standing orders, even in Barangay Lalong where 79th IB’s strong intelligence network is mounted.

RJPC-NPA reiterates the call of Apolinario Gatmaitan Command – NPA Negros Command Spokesperson Ka Juanito Magbanua not to harm the masses, especially during 79th IB’s costly, relentless, and voluminous operations.
