Flood control corruption scandal underscores the necessity for revolutionary change
The snowballing protest movements and mass actions in recent days indicate the growing people’s outrage against bureaucratic corruption triggered by the divulgence of anomalous flood control projects.
The astronomical scale of public funds plundered and the unabashed spending of these funds on luxury by its perpetrators like the Discayas and others while the people are wallowing in poverty laid bare on the reality of bureacrat capitalism, the prevalent mode of governance in the reactionary state today marked by corruption, fascism and plunder.
Corruption in government is inherent under the current semi-colonial and semi-feudal set-up. It cannot be effectively rooted out without changing this decadent, oppressive and exploitative system. Bureacrat capitalism cannot be totally eliminated without eliminating the other fundamental social problems of imperialism and feudalism. Thus, revolutionary change is necessary and it can only be effected through armed struggle.
The NPA in Negros will do its utmost to intensify the armed struggle by mounting more frequent tactical offensives to weaken the foundation of the reactionary state and bureacrat capitalism.
