Soldiers of the 15th IB extrajudicially killed two hors de combat Red fighters of the New People’s Army (NPA)-Southwest Negros (Armando Sumayang Jr Command) in Barangay Camindangan, Sipalay City, Negros Occidental in the past few days. Both were falsely claimed to have been killed in armed encounters.

On July 29, the 15th IB captured 23-year-old Red fighter Reggie Fundador (Ka Tata) in Sityo Badyang, Barangay Camindangan. Ka Tata was unarmed. Eyewitnesses said they even heard Ka Tata screaming when the soldiers picked him up.

The next day, Ka Tata’s body, bearing clear marks of torture, was found on the road at Crossing Magtanday, Barangay Camindangan.

On August 1, the 15th IB killed Alvin Lumagsao Sinsano (Ka Zian), who was likewise hor de combat, in Sityo Cambuguiot in the same barangay.

In accordance with international humanitarian law, the rights of combatants who are no longer able to fight must be respected. They can be arrested by the rival armed force and brought before the relevant court for charges against them.

Ka Andrea Guerrero, NPA-Southwest Negros spokesperson, condemned the 15th IB for this violation of international humanitarian law and the summary killing of their two comrades.

“The killing (of Ka Tata) by the blood thirsty 15th IB have enraged and saddened the revolutionary forces, Red fighters and the Party,” Ka Andrea said.

Ka Tata was a peasant from Sityo Makapula, Barangay Cabia-an, Candoni. He joined the NPA in 2020 and served as team leader, second squad leader and logistics and finance officer.

“Ka Tata is known as a loving comrade. He is passionate about cooking for the masses and comrades. He is brave and full of enthusiasm in carrying out his tasks and valiant in facing the enemy,” Ka Andrea praised.

Ka Andrea also paid tribute to Ka Zian for sacrificing his life for the masses and the revolution. “He is a source of inspiration and courage for all revolutionary forces,” she said.

Meanwhile, a human rights group in Negros reported the killing of an elderly farmer by the 15th IB on July 29. The soldiers abducted 69-year-old farmer Ramon Enseniales, took him the forest, and deliberately killed him in Cauayan, neighboring town of Sipalay City.
