NPA metes out capital punishment on ISAFP intelligence asset linked to 'Negros 19' massacre
The Special Partisan Unit (SPARU) of the New People’s Army-Northern Negros (Roselyn Jean Pelle Command) carried out the death penalty against Jerome Ceballos, 59, in Sitio Singko, Barangay Gawahaon, Victorias City, Negros Occidental, on July 10. A .45-caliber pistol was confiscated from him. The punitive action was in accordance with the order of the local revolutionary people’s court after Ceballos was found guilty of multiple crimes against the revolution and the Negrosanon masses.
Prior to the actual operations, a thorough and careful investigation process was conducted by the concerned revolutionary barangay committees, Party branches, and NPA units assigned to the area where the accused committed his crimes. Subsequently, the people’s court was organized, and the appropriate revolutionary judicial processes were carried out. This included presenting the charges to the accused and giving them the opportunity to explain and defend themselves. It also strictly adheres to the rules of international humanitarian law.
Ceballos was a resident of Barangay Bata, Bacolod City. The revolutionary court’s investigation proved he was a spy for the Intelligence Service of the Armed Forces of the Philippines (ISAFP). The military ordered him to establish contact with the revolutionary movement, pretend to be an ally, and monitor the movements of the NPA in the area.
Among his crimes against the Filipino people was the “Negros 19” massacre on April 19 in Barangay Salamanca, Toboso. The 79th IB killed 10 Red fighters of the NPA-Northern Negros and nine unarmed individuals in the said massacre. The National Fact-Finding and Solidarity Mission (NFFSM) conducted by human rights groups and various sectors in the barangay confirmed multiple violations of human rights and international humanitarian law by the military.
Ceballos was also responsible for the abduction, torture, and willful killing by the military and police of Nonoy Ponteras (Ka Jojo) and Marisa Pobresa (Ka Kim) in March 2025. The two were abducted on March 7, 2025, at 8 p.m. from a house in Bacolod City. They were forced into a van and taken to an undisclosed location, where they were eventually killed. Their bodies were subsequently dumped in Sitio Paraiso, Barangay Caduhaan, Cadiz City, to stage that they were killed in an encounter.
On the day of Ceballos’ punishment, the NPA-Northern Negros also carried out the death penalty against Alex Cunanan in the same sitio. A shotgun and a .45-caliber pistol were recovered from him. Cunanan was found guilty of betraying the revolutionary movement and causing multiple harm to farmers as a henchman and thug for the landlord Kho family.
According to Ka Cecil Estrella, spokesperson for the NPA-Northern Negros, carrying out the order of the people’s court demonstrates that the revolutionary movement is sincere in achieving justice for the Negrosanon masses. “No matter how long ago the crimes were committed by intel assets, criminals, and traitors to the revolution, the entire revolutionary movement will not forget them,” Estrella said.
She added that to the best of its ability, the NPA will implement the orders of the people’s court to provide justice to the broad masses who are victims of state attacks. Across the entire island of Negros, units under the NPA-Negros Island (Apolinario Gatmaitan Command) relentlessly exerted efforts in June to achieve justice for the oppressed and exploited Negrosanon masses.
