Condemn Marcos policy of killing hors de combat Red fighters

The Communist Party of the Philippines (CPP) condemns in the strongest terms the killings of hors de combat Red fighters of the New People’s Army (NPA). At least three incidents of killings were perpetrated in Negros Occidental and Rizal provinces over the past two weeks.

These and other incidents below perpetrated in different parts of the country show a pattern of killings of hors de combat, indicating a national policy of the Marcos fascist regime. This is one of the brutal tactics being carried out by its military and police forces aimed at terrorizing the broad masses of the people.

This “take no prisoners” policy is in grave violation of international humanitarian law. At least 60 hors de combat Red fighters have been killed since Marcos took power in 2022. Marcos himself, and key officials of the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP), should be held accountable before the revolutionary people’s courts, as well as before available international courts and tribunals.

The revolutionary forces vow to exact justice in the following cases perpetrated since the start of the year:

a) On August 1, soldiers of the 15th IB accosted Alvin Lumagsao Sinsano (Ka Zian), a Red fighter, in Sitio Cambuguiot, Barangay Camindangan in Sipalay City, Negros Occidental, and subsequently killed him in cold blood.

b) On July 29, soldiers of the 15th IB arrested Reggie Fundador (Ka Tata), a Red fighter, in Sitio Badyang, in the above barangay. His lifeless body was later found left at Crossing Magtanday in the said village, bearing clear indications of torture.

c) On July 18, NPA Red fighter Wally Agudes (Ka KM) was arrested by soldiers of the 80th IB while he was recuperating from severe flu in Barangay Burgos, Rodriguez, Rizal province, before he was killed.

d) On April 10, fascist troops of the 48th IB tortured and killed Kaliska Dominica Peralta (Ka Rekka) after capturing her in Barangay Butong, Quezon town, Bukidnon province. She was unarmed when arrested.

e) On February 23, 2024, a five-man NPA team composed of Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho, was overpowered in a surprise attack by military forces under the 47th IB along with police combat forces in Sitio Matin-ao, Barangay Campagao, Bilar, Bohol province. The Red fighters were subjected to severe torture before being killed.

f) On February 10, 2024, NPA Red fighter Miguel Seriño was arrested by troops of the 58th IB in Barangay Calawag, Balingasag, Misamis Oriental. His body was found the following day bearing marks of brutal torture. The AFP falsely claimed he was killed in an encounter.
