The reactionary regime is tripping over itself in its pursuit of spreading fake ‘peace’ and in projecting the false image that the People’s army has been basically defeated. In the form of flooding social media with disinformation and psywar, which takes different shapes and forms, the state is propagating confusion, wrong ideas, and has unleashed its unscrupulous dogs, the traitorous surrenderees who have become their assets. They do this in order to break the will of the people and to crumple their long march towards the path of revolution. The state has fallen for its own propaganda, even in the face of successive victorious active defense of the NPA, the enemy attempts to fool itself and the masses by propagating the big lie that the revolutionary movement’s victories are supposedly an attempt to cover up its failures. This is far from the truth and has been pulled out from thin air by traitors who are allowing themselves to be used.

In the face of these fascist attacks of the enemy, and rather than becoming paralyzed in fear by the schemes of the state, we are full of revolutionary optimism. Kabataang Makabayan – Agaton Topacio salutes the valiant red fighters in their back-to-back successful offensive and active defense skirmishes throughout different guerilla fronts across the country! From Negros, Mindoro, Quezon, Aurora, Bukidnon, Albay, Leyte and elsewhere, we find that the units of the New People’s Army are striking hard at the fascists! This exposes the lies of the fascist US-Marcos Jr. regime in its attempt to fool the people.

Based on the “whole of nation approach,” the National Action Plan for Unity, Peace, and Development (NAP-UPD) serves as the comprehensive map for the reactionary state to not just cripple but outright annihilate the revolutionary movement in the span of three years. NTF-ELCAC officials have been empowered to take the lead in implementing the NAP-UPD framework, a clear blessing from the highest levels of government, empowering the fascists in implementing state terrorism. Contrary to their cover story of spreading peace, it’s clear that the NAP-UPD is a clear threat to the lives of civilians, especially those belonging to progressive groups that are advancing the people’s democratic rights. We all know the truth: this isn’t new. Occurring left and right, red tagging, spreading disinformation, and the shameless act of killing are just some of the few brutal crimes that they employ using the large state machinery at their disposal. We all know that while they have employed force against the movement, the state also has their massive failures. With the trillions that have been alloted to the budget of the AFP-PNP and the NTF-ELCAC, we find that all their resources go to repressing their fellow Filipinos. So that the foreign corporations and foreign troops of the US, Japan, Australia, Canada and many others are allowed to infiltrate our country unimpeded. In the middle of the rotting stench of corruption among the ruling classes, Marcos Jr. has gone and sold the Philippines to foreigners.

Even though the reactionary state pretends that its decision to solve the roots of the armed struggle is genuine, it’s clear from their neglect that this is a lie. Their programs such as the “Barangay Development Program,” and E-CLIP are vehicles for corruption. In 2024, none of the NTF-ELCAC’s projects were completed, where did the money go? The officials of the NTF-ELCAC deny it, but this is proof that corruption permeates the reactionary state at all levels.

The cavalcade of disasters such as typhoons, earthquakes, and other destructive incidents expose the failure and insolence of the state. The cavalcade of human rights abuses, including the brutality of the police, their mass arrests, going so far as to issue subpoenas against youth leaders, are only fueling the flames of the righteous anger of the masses. The government is neglecting the ever-rising price of goods and food and none of the government’s priorities include increasing workers’ wages, nor do they think of solving the problem of landlessness in the countryside. We must oppose and expose the government, especially the steps they are taking to collude with private institutions, schools and colleges, and civilian agencies in implementing the NAP-UPD.

Because of these different issues, we find that the back-to-back mobilizations, confrontations, strikes and tactical offensives prove to us that it is right to fight back. Because the situation is getting worse and worse for ordinary Filipinos from different sectors, we have every reason to fight, day by day, using different methods and forms, primarily the method of armed struggle. This proves the laws of motion of our society, and the reactionaries find it difficult to accept or understand this, in forwarding their plans to repress our justified will to resist. It is right to rebel, never surrender. We have every reason to fight, we have our undefeated weapon: the Filipino masses united in defiance.

In the past years, the AFP’s corruption and war crimes have increased. With the goal of maintaining the reactionary system, the NAP-UPD is a vehicle for massive and widespread corruption and fascism. From 2022 to 2025, 78 revolutionaries, red fighters and civilians, have been killed in violation of the laws of war. On the whole: 124 are victims of extrajudicial killings, 15 have been forcibly disappeared, and more than 400 have become victims of illegal or arbitrary arrests. The regime is sabotaging steps being taken by both sides in re-opening the peace talks.

Throughout the different reactionary laws and policies of the regime, we find a systematic and widespread method of violating human rights. It’s been reported that from July 2022 until March 2025, more than 5,000,000 people have experienced violations of their human rights. 50,000 Filipinos have experienced the terror of aerial bombings, 60,000 have fallen victim to indiscriminate firing, and 40,000 have been subjected to forced evacuations, or the process of being driven off from their homes and communities.

The AFP’s troops become responsible for these increasingly worse crimes against humanity throughout different barrios in the countryside. What they pretend to be ‘intelligence work’ and ‘relief work’ are in truth cover-ups for the general’s pork barrel and widespread violations of human rights. Even if Gen. Brawner and the whole AFP command attempt to whitewash the situation, the rottenness of bureaucrat-capitalism is apparent among the reactionary armed forces. The AFP’s widespread war crimes reveal a pattern of harassment, extortion, and slaughter of civilians. All this proves that the US-Marcos Jr. regime is a fascist regime that must be overthrown by means of the People’s Democratic Revolution.

From training by experts in psychological warfare, counterinsurgency, and the art of war, the fascist troops of the AFP excel in spreading terror throughout different communities, they are exemplary in violating human rights. This is why the AFP are the real terrorists. Many people have become victims of intense repression, intimidation, strafing, abduction, and torture by the AFP and PNP. The rank-and-file of the AFP and PNP must ask themselves if their large salaries are truly worth it if what they are looking forward to in the future is the burning fire of the masses who have risen up to take them to account for their crimes against humanity.

In its essence, counterinsurgency seeks to divide the people in order to make them easier to exploit. The antidote to this, no matter how difficult the challenges we’ll face, is the expansion and deepening of our mass organizing, so that they become one in their common struggles against imperialism, feudalism, and bureaucrat-capitalism. The state’s schemes such as NAP-UPD cannot and will not deliver true change, because it’s goal is to preserve the ruling system. The reasons for the basic masses, alongside the youth, remain. The only option is to tread the path of revolution, the true answer for these root causes and contradictions. The only future that reactionary state is looking forward to is one in which it is overthrown, and they will be scattered to the winds as towards the ash heap of history, because the basis for its armed strength is full of contradictions, alongside its over-reliance on the US, their imperialist master, for funds, equipment, and guidance.

In the face of the relentless attacks of the state and private schools against the rights of the youth, KM-Agaton Topacio is determined to convince more youths to join the New People’s Army in the coming months. We will move forward on the honorable path of armed struggle, just like the Katipunan, whose struggles we continue to this day. The reactionary state, alongside its patsies, the greedy capitalist-educators, will never prevent our continuous strengthening and expansion efforts into different organizations, schools, and communities. Marcos Jr.’s use of white terror will blow up in his face, because they will never be able to defuse the bubbling anger of the people. It’s no wonder why chapters of Kabataang Makabayan continue to spring up, and why they will continue to spring up in the coming months! Intellectuals, workers, and urban poor youth will be part of our glorious ranks, especially the ones who have the courage to heed the call: Youth, go to the countryside! Join the New People’s Army!
