Revolutionary Tribute to Comrade Victor “Ka Changli” Daligdig
The Regional Committee of the Communist Party of the Philippines and the Chadli Molintas Command, the NPA Regional Operational Command, in the Ilocos-Cordillera Region fervently salute Comrade Victor “Ka Changli” Daligdig. He was killed in action in Barangay Allaguia, Pinukpuk, Kalinga by the fascist and reactionary AFP at about 3 in the afternoon of November 23, 2025. The firefight was after two days of the first clash on November 21 at Barangay Bayao, Pinukpuk wherein one (1) from the anti-people AFP troops was killed in action and another from the terrorist AFP forces was wounded in action.
Ka Changli is now recognized as belonging to the outstanding martyrs and heroes of the National Democratic Revolution for the liberation of our country from US imperialism, feudalism and bureaucrat capitalism and towards the establishment of a genuine people’s democracy and a bright socialist future in Philippine society.
Ka Changli comes from the Butbut tribe of Kalinga and a poor peasant family. He is the youngest of six (6) siblings. He was born on April 17, 1979 in Barangay Buscalan, Tinglayan, Kalinga. Because of his poor family background, he only reached first year highschool in 1996.
When counter-revolutionary Conrado Balweg and his reactionary Cordillera People’s Liberation Army (CPLA) split from the CPP-NPA on April 4, 1986, the young Victor was one of the masses of indigenous peasants who opted to side with the proletarian CPP-NPA as well as with the revolutionary Cordillera People’s Democratic Front (CPDF).
In April 2000, the young Victor became an active member of the revolutionary Kabataang Makabayan-Demokratiko nga Alyansa ti Agtutubo iti Kordillera (KM-DATAKO, Patriotic Youth-Democratic Alliance of the Cordillera Youth). As an active member of the KM-DATAKO, he was not only involved in arousing, organizing and mobilizing the youth in his barangay and in other nearby barangays but also in the revolutionary work among the indigenous peasant masses of men and women, and forming them as Peasant Organizing Groups (POG) of the revolutionary Pambansang Katipunan ng mga Magbubukid (PKM, National Association of Peasants).
On January 30, 2008, the young Victor at age 27 joined the NPA. His first alias was Ka Sid. He never “lielowed” nor ceased the armed struggle work of the NPA even for a short time. He continued and actively participated in mass base building, agrarian revolution and the advancement of the armed struggle in the past 17 years of being a fulltime Red fighter.
In fact, he has become a fearless and all-rounded political-military cadre at the guerrilla front level. He has been deployed in the various provinces of the Cordillera. He even went with the NPA unit in the Ilocos sub-region, and helped in the revolutionary work there.
Comrades remember Ka Changli as very good in propaganda, political education as well as ideological work. Comrades acknowledge “si Ka Changli ay madaling makisama at mauunawain. Mahusay din maggabay at magturo sa mga bagong mga kasama. Mahilig din sa cultural. Mahusay kumanta. Lubos ang pagmamahal sa rebolusyon. Nangunguna sa pagkokonsolida sa mga kasamang napanghihinaan ng loob. Kahit sa panahon ng walang katiyakan, hindi humina ang paninindigan. Walang katumbas ang tapang niya sa pagharap sa armadong kaaway ng bayan. Kaya, galit ang mga teroristang AFP forces sa kanya kasi marami na siyang napabagsak sa kanila.”
Throughout his 17 years in the NPA, Ka Changli believed in the ceaseless strength of the masses in the revolutionary struggle. He had the firm conviction that the strength and power of the oppressed and exploited masses is the fortress of the revolutionary struggle to end the ruling oppressive and exploitative system of the current semicolonial and semifeudal Philippine society. Such revolutionary conviction on the strength of the oppressed and exploited Fiipino masses is, in fact, the key why in the past more than one-and-a-half decade the revolutionary movement has been successfully advancing and continue to move forward up to the present-day.
May the revolutionary life of Ka Changli inspire the sons and daughters of the workers, the peasants, the indigenous peoples, the fisher folks, the urban poor as well as the progressive intelligentsia in the urban area. May they emulate Ka Changli’s revolutionary life and conviction by joining the NPA in order to advance the people’s war to higher stages up to nationwide victory shall finally be achieved in the coming decades.
